Certain users cannot be added as Distribution List managers

The search box used to add new users as managers of distribution lists does not display certain users who have recently changed roles or were newly invited to the organization.

The issue has been identified, and the fix is currently in development. A targeted hotfix deployment for the Distribution Center UI is tentatively planned for September 8.
